Wildlife is managed by the state. Federal lands are not. Some states work with the federal government to fix the issue and some dont. Even if the state tries doesnt mean the federal government will do it.
I wouldnt say you have an unusual level of wildlife, you have what the ecosystem supports. Same with western states. I would guess the west has about 2 elk per square mile, so when you have a group of 8 elk, that's 4 square miles which is a lot of country in the west.

As for maps, any app will work (onx, gohunt, etc)
Pressure will be determined on day of the week, what unit you are in, ect. As for backpacking in near the border, you can do it safely.

You cleary have never hunted AZ. The unit I live in, which is probably the 10 th best elk unit in the state has 300s behind almost every tree. Finding a 300 inch bull in one of the top 5 units that I apply for is easy.

Not every year. Look at the wet years in the 80s. Talking specifically az, it was in a wet cycle. Because of that unit 4a/b had 2500 deer tags. Now it has 350.
a persons odds do not change if they have 7 points and it goes down to 5 points. I clearly stated that if you have more people than tags left they won’t give you one.
