If you're going break that barrel lose and pay a gun smith his time. You might as well screw on a new barrel.
Cutting a barrel down is always a compromise, magnum rifles tend to perform worse than a 308 with a shorter barrel.

I had fabric seats these are half leather half vinyl. They look like factory leather. I want to say with the discount it was around $500 or $600 for the front and rear seats.
Back it off a 1/4 to 1/2 a turn and zip it on. Has yet to come loose. I do check it often for that reason. If your can wobbles that much when its loose they cut your barrel threads out of spec. I have one barrel thats slightly looser and its my cheapest one.
I will never buy a break mounted suppressor. I bought direct thread my buddy bought the break style. Thunder Beast was out of stock it took him a year to find and extra one. Save you threaded break monies for more tax stamps :p

I just used my miter saw and re drilled the holes. I took about 1.25" off just re drilled the holes. You would need a different sandable limb pad for a better fit.
I have an X-Caliber and Carbon Six.
X-Caliber makes a decent barrel for a good price. I want to say I found a good end of the year deal.

I did the same thing with my Go Gauge and prefit barrel to check headspace. The scotch tape i used was about .002" thick. I estimated my headspace to me exactly right in the middle of the +- .010" sammi headspace spec. I think reloaders what it closer to .003" over minimum to save on brass...
I think its interesting those PRS guys hardly clean their bores. When they do clean they dont use solvent.
A lot report that they find grouping equilibrium in between 50 to 350 rounds.
Ive since worried less about my bore and have paper punched my best groups recently.

Handgun, smaller tube so your sights work.
Rimfire, cleanable takedown style.
Shotgun, they screw on the chock system.

Yeah get a bad ass barrel vice, Tikka is horrible to break loose. I posted on here somewhere what I use and its almost not enough. I bolt everything to my heavy welding table and use a 5# sledge hammer to break the barrel loose. So a good vice and headspace gauges are a must.

You need a perfectly clean and dry chamber to ever see 30". Around 28" water starts to evaporate and boil off in room temperature. This off gassing will never let you get a perfect vacuum.
You might try a lower vacuum setpoint, less evaporation might help with wet meat and the air pockets...
