Most companies won’t exchange sizes on sale items. Otherwise people would buy whatever size was available (if their size was sold out) and just exchange them later. A bunch of exchanges can cost a company quite a bit just in handling costs.

They are general units so about as available as a non-resident can get in wyoming. Obviously lots of other options but I'm also interested in hunting mule deer in the same area and figure between the two I should be able to get a tag in the same area 2 out of 3 years.
