That's a Ewing scope stand. Allan Ewing made those in Spokane WA for use in NRA Highpower. The scope height is quick adjustable from standing to sitting to prone. The company name was Ewing Scope Stands and they went for $250-$300. Allan passed away in 2018.
They come out fairly easy. Use a brass drift and drive it out to the right or same side as bolt handle.
With the scope being up that high on a stock designed for iron sight height you won't get a cheek weld, maybe a chin weld. I believe you are wise to keep going with your thinking of removing...
Older Remington 700 trigger. If it were 40X it would have adjustment screws on the bottom that are accessible without removing the barreled action from the stock.
Judging by the pieces I have they don't seem to be small but more like apportioned for an athletic build. I don't like shirts and jackets that have the taper of a bell and fit like a skirt.
