Skip the rail and rings and go with the Hawkins Hybrids. They are awesome rings. Myself, my brother and a few buddies have all used them with zero issues.
In my opinion there are two I would be looking at. The Manners EH1-TK on the XLR Element 3.0/4.0. Both stocks are build correct and can have or do have adjustments to get you exactly where you need it. Both are pricy, but really good.
I currently have the EH1 on a tikka I had build and like it.
Do you still have the factory Tikka stock on the rifle. Tikkas are known to have a very low comb. The first thing I would do is try and build up the height on the stock. If that doesnt work a new stock may be on order.
