I believe Nosler had some issues with their 28 ammo/brass not too long ago. Not sure if that is your issue but might be worth calling Nosler with the lot number to find out. The fact that some feed fine makes me think its a brass/ammo issue.

Gunwerks had a podcast a while back about velocity loss at different barrel lengths for several cartridges, the 28 included. The short of it was that the larger less efficient cartridges lost more per inch and the smaller more efficient ones lost less per inch.
