I've had pretty good luck finding deer between 10-3 pm just be staying in the glass in open country and burns and catching them re-bed or picking up tines. Picked up last year's buck at 12:12 pm.

Oftentimes they aren’t giving out doe tags in places below objective. If they (like the type 7 tag by Lander) it’s because the herd is under objective but you still get a couple hundred goats parked...
One question missed here, OP, is what kind of habitat they prefer during the time you're hunting. If the bio says, "Focus on the oak brush" that's way more helpful than just being like "Willow creek has good deer number."

At the risk of this going off the rails, I'll comment that I appreciate Idaho's system, even as a NR (once you get the tag). Gives archery-rifle combo guys a lot of time to turn up an older age-class deer while keeping the yearly traditions alive for those who live in Idaho.
