Antlers appear to be treated as a wildlife resource. If you take antlers from a road killed elk, you're going to get a visit from Wyoming G&F, not U.S. Forest Service, even if the elk died on Forest Service land.

Any quality glass, variable or fixed, up to about 6x will be fine for that caliber/load. You don't need a 16x super sniper scope to get the most out of .308/165 at typical elk hunting distances.

Fair enough. But let's be real. Wyoming doesn't want your money. Wyoming just wants money. And the state will probably get it. While this may price out the common man, there are probably those who will pay it. Just like there are those who pay big prices to hunt abroad.
