Another way to look at it nr hunters As a group get guaranteed tags in wyoming, montana,idaho,Arizona, new mexico,nevada , utah, coloarado. For just one group of hunters thats alot of tags. Add it up and it likely more then any states residents receive

What everyone fails to relize is a resident will likely have a valid hunting license regardless all this will do is make the guy looking for sheds with no intent of hunting idaho buy one and then probabaly apply for the limited quota tags.
Give it time when they relize they can get otc archery tags there and washington when there is nothing left you might start to get to welcome the nr with open arms
