    Colorado - 2nd & 3rd Rifle - OTC Bull Tag vs Draw Cow Tag?

    This may be a dumb question, but in Colorado why are bull tags for 2nd & 3rd rifle seasons OTC while a cow tag for the same seasons is draw? I'm not finding any real info... Are the bulls pulled away from herds by this point so their more elusive thus the OTC crowd is loosed on ghosts? Is this...
