Pick a unit that matches the kind of country you want to spend time in and apply. If you draw (or maybe if you don't too), go there this summer and scout. Make a game plan, and go have a blast in September. Good luck!
Depends on how much you value the cash you dump into AZ each year. If you want to keep the cash, you'll save a lot of money over the next 15-20 years. I can certainly relate to this- I was 2 points behind the unit I hoped to draw 5 years ago. Now... I'm about 2 points short of drawing...
Dos, I'm guessing this is only true if you're paying them cash for the help? What about if you reimburse them by sharing the meat from the bull? Just curious...

Wytx, if the problem is that real and the ranchers are looking for a solution (and not money), why don't they simply let hunters take care of the concern for them? Or... is the problem being brought up and talked about like it is to help ranchers create a money making opportunity for themselves?
Wapitibob, I sure hope you're right. It sounds like it has the potential to impact general areas the same way montana's shoulder season has impacted the general hunts there. In the places I have hunted, it cut the numbers by about 1/4.

Elk hunt in WY. DIY, public land- buddy called in a 6x6 an hour into Day 1 and I arrowed it at 8 feet. While taking pics another bull bugled and I called it in and my buddy shot a 2nd 6x6. Then we had a pile of work in front of us!
