As others have said, CPW did have a "gag order" as to not influence the vote once it made the ballot. CPW was asked just prior to that to make an official recommendation. CPW said no wolves, and supplied supporting data along with their position.
Voters put it into play and CPW just had to eat...

If you want the best accuracy and arrow flight you can get, you should always be shooting your bow in the exact condition it was in when it was tuned.
Variations in the bow's balance and the necessary hand torque needed to compensate for that can make a difference, especially at longer ranges...

Starting several years ago, for two years straight, I journaled the details of every one of my practice sessions.
Distances, standing/kneeling/sitting/stands/blinds, weather conditions, target type, elevation changes, etc. I also have been shooting (at least) two different bows each practice...
The CO reductions don't actually affect that many GMU's. It's probably like 15-20% of the units that hold real populations of elk.
If you look at the units and herds in the CPW release with licenses being reduced, it's the NW corner ultra-limited stuff and basically the Meeker/Craig/Rangely...

Like you, I prefer penetration over cutting diameter, especially for elk+ sized game.
The 1.5" has a steeper, more swept back cutting angle on the blades than the 2", which I also like for increasing penetration.
