What you are proposing is effectively what naturally occurs with general season OTC hunts. 1.5 to 3.5 year old bucks are the majority of bucks harvested. In most Idaho general seasons 2-pts make up 40-60% of the harvest and 4-pts are 20-35%.

The only option you have is to hire the Outfitter that is licensed to operate in the area of your hunt. The Outfitter might not even offer such a service, in which case you are out of luck. Paying anyone else to pack game for you would be illegal in Idaho.

The sad fact of the matter is that the average hunter does not read rule books. They rely on word of mouth to get their information and they think "common sense" dictates that they can break any rule that is an inconvenience to them.

What you are failing to separate is rights to access and use of federal lands from access and rights to State-owned wildlife.
My only question is how much time has your friend set aside for all these hunts? Whoever pointed out that the meat situation is similar to how US hunters have to leave meat behind in Europe or Africa makes a great point. On those continents however, there is already a prescribed destination...
To answer your second question I would say, it depends.
I don't have any problem with a hunter having a nonhunting friend or two accompany him in the field, as long as they stay together. It becomes a problem when you post your non-tag holding friends on every ridge to glass and hunt for you...
I think we need to consider a deeper question.
