They label each bullet "target" or "hunting" with the exception of a couple "OTM" bullets that are marketed as their tactical lineup. Where's the confusion?

Seems like a nice chassis for the $. I'd get the longer fore-end. More flexibility for rests, weight adding/balancing, and mounting bipod further forward which adds a little stability and leaves more real estate for resting on bags/packs/etc with bipod attached.
Is that little spring steel clip that is under the trigger screw still in place? Those often get missed when people take the triggers off or swap them between stocks.
Barrel length impacts velocity which impacts bullet RPMs which impacts stability.

Hunters in general suck at shooting. We miss enough when aiming for lungs. Neck is a smaller target. Doesn't mean it's not ethical in certain scenarios with certain shooters but the majority of hunters are probably playing with fire.
I'm generally a fan of standard Forster FL sizing dies with necks honed to desired dimension. The only reason i'd stray from them is if a guy wanted to pay $300 for a SAC modular sizing die or in the PRC's case if they knew a die sized more at the base of the case than forster to combat...
You can likely both get tags in MT next year by getting the extra outfitter Preference point. I'd be more worried about finding a good outfitter, with openings, in your price range.

If you want lighter Benchmark has more desirable contours than the typical bartlein/brux/krieger/ACE contours. They dont have such heavy shanks and taper down more on the breech end and then the straight taper to the muzzle is less which results in lower weight for a given muzzle diameter.
