Use a very sharp, 2-blade or 2-blade with bleeder, cut on contact fixed head. They have much better penetration than 3-blade. My nephew and several others have gotten pass throughs on deer with 40 lbs.
Yes, IdahoHntr is correct, the AAE Max Hunter is a great vane for fixed broadheads and I'm currently using them myself at 2.5 degrees offset. The Pro Max is the one I'm concerned is too small for fixed blade heads.
Here is a general list I've posted before of potential issues to check if your broadhead is not hitting with field points. For it to be hitting that high consistently, it sounds like your arrow isn't coming straight out of the bow. I'd paper tune and then check a bare shaft vs a fletched shaft...

I don't name other companies broadheads that I test. I have tested several of the top mechanical heads though and found similar problems with very high force to penetrate as well as very poor edge retention and durability problems on bones.
