I had to make the same decision for the 2023 3rd rifle season. I could buy a tag and hunt or save some money and just tag along. I bought the tag. Would buy the tag again.
30-06 pushes a 165 grain Accubond about the same fps as the 300wsm pushes a 180 Accubond. Works pretty well. Easy to find 30-06 components and factory Accubond ammo is considerably less expensive than the same bullet loaded in the magnums.
Oh well, that link didn't work as I hoped! The model number on the website for the Left Hand T3x Lite Stainless is TFTT11LL113B. The picture shows a righty but the description indicates a lefty. Again, it may not be available in the USA.
The Tikka website is showing a Left Hand T3x Lite Stainless. Not sure if it is available in the USA as I haven't found one. Maybe it is a "new offering"?

30-06 and 165 Nosler Accubond works great on Colorado elk. However, I certainly understand if you want to justify the purchase of a new rifle though....
The Leupold Alumina Caps/Covers are great and worth the money for that scope. Very streamlined and quiet. I have never had them freeze but I guess that is a possibility with any scope cap.
Another great option I run on another brand of scope is the Aadland Engineering.

I have a Fieldcraft 30-06 with a 24" #2 barrel. So, probably similar to your ULA. If you want to stay light and are not recoil sensitive, a Leupold fixed 6x (6x36 or 6x42) might make for a good combo. I went with an SWFA SS HD 3-9x42 which is considerably heavier than the previously mentioned...
If the 3-15x42 were made in the LOW factory with HD glass and included a zero-stop plus capped-windage, SWFA would sell boatloads of them. But, keeping up with demand for the 3-9x42 HD is an issue already.
