It’s the same principle as you stated, but warm the surrounding area as best you can and then wrap it with an old sleeping bag inside a cooler. Depending on how cold it is and how often you’re in the cooler, but it’ll usually last for a couple days before you need to reheat again.
I think the special draw price increase won’t have much effect on applications. Some folks only get 1 maybe 2 shots at going west to hunt, they plan it for years. Adding another $1,000 to it won’t slow most people down. As for the folks that go west every year, they have a pretty fine tuned...

I have 2 daughters. My oldest is 17 and loves hunting (and she’s pretty darn good at it) my 14 year old has little interest, but sees the importance and understands why we hunt.
My 17 year old daughter’s first year hunting elk. She wanted to do a cool hunt during her senior year. 7 days in a tent with spotty internet is tough for a teenager in this day and age, but challenging her and watching her overcome adversity makes for an incredible memory. God is good!
Rather than buying a PW-I’ve done quite a few taking the boiled skull to the car wash and using their facility. They usually have good power and cleanup is nothing but driving away.
