I've owned 3 Howas now (.270, '06, 6.5PRC). All of them have shot well below MOA with factory ammo.
I really like that they offer barreled actions, allowing you to build the rifle more to your wants and needs.
These guys are down in Matagorda County. Good folks and a nice lodge. You could add some bay fishing or other hunts too, depending on your interest and the time of year.

Disappointing to hear that they discontinued the EVO. It was at the top of my list due to price and weight.
My local shop has one for $599 in the display case.
Here is my 6.5 PRC I have been putting together over the last couple months.
It has shown some promise with the Hornady factory loads over the first 40 rounds.
OP, it sounds like you're on the right track with the Federal 175 ELD-X. I have not found my Howas to be very ammo picky, but I have noticed that my groups typically start to settle in a little better between 50-100 rounds down the barrel.
