That would require the government to put in place a tax such as a federal sales tax with one rate for all which will never happen because then the politicians have to relinquish power to change tax code to benefit certain industries/individuals.

I am not sure if you understand what a billionaire is. A billionaire is someone who has a billion dollars in assets at a given point in time. Meaning they have stocks, property, etc which is worth a billion or more dollars. You are not taxed on this until you sell it and recognize your gain...
There are 153 million "taxpayers" in the US. That is the number of people who filed a tax return not the number of people who actually paid taxes or the number of people who get more money back in federal programs than they paid in taxes. The math isn't that easy.

Sure. If I am paying the bill I want equal access to hunting the animals. If I am not paying the bill and state residents are paying the bill then I have no right to equal access.

The argument always seems to be that the states own the wildlife. Why should federal taxpayers be footing the bill? Trying to have it both ways doesn't work very well.
Good luck with that. You are retrieving your elk from the time you kill it to the time it's in your truck. Look at the definition of retrieve its a similar definition to transport. I don't believe that would win in any court case.
