Wyoming points - stupid question

Is a preference point in Wyoming the same in both special and regular draws? Can I move from special to regular from year to year with points accumulated “counting” for both? The ‘ol googler didn’t give a satisfactory answer in my two minutes of trying. Also, I openly admit I often need things explained to me as if I were a golden retriever. Or an Irish setter if you don’t like that analogy….my Drahts tried to lay it out for me but I don’t speak German, LOL. Thanks in advance.
