white residue under scope rings

Not my picture....but I recently removed a zeiss conquest v4 from some seekins rings and had a similar white residue that won't come off. Any idea what it is? I read on another forum that graffiti cleaner can remove it.
 
Have the same issue on a number of scopes. I’ve tried acetone and alcohol. Nothing worked.
 
It’s cured blue loctite and it’s a bich to get off. It’s used between the scope and ring as a deterrent to scope slippage. Once you experience it you’ll never use it again.
Purple scotch brite and some elbow grease will get it off.
 
Its overspilled loctite out of the threads. It will come off with elbow grease and acetone. Maybe some light scratching with the back of a butter knife.
 
Residue is from threadlocker. I tried a bunch of stuff to remove it and had the best luck with isopropyl alcohol. Let it soak and rub with a piece of scotch brite. May have to repeat this a few times to remove it all.
 
I gave up on blue locktite. Switched to Vibratite as you have to let it sit for 15-30 mins before install. It hardens and doesn’t bleed out. Their instructions also state it can be reused up to 4 times before another application.

I didn't use any on the tube, I did apply purple loctite to the cap screws only
