What is this…

Does anyone know what this thing is? I have absolutely no idea what it’s for, or how it functions. I came across it while fishing a small creek in a state park in MD. It’s property of USDA, according to the sticker on the one side. I’ve called the number “for questions” many times over the past couple weeks and no one ever picks up.

How does it work? I can’t see how it would trap anything. Unless you’re saying a trap goes on top of it. That would make sense to me.

That fits 100%. It’s grabbing hair samples, not trapping anything. I see it now.
