I have been wearing a Filson Double Mackinaw Cruiser and the thing weighs 27 pounds and isn't as warm, I would think.
 
Wow. They don't give those away. What do you recommend in synthetic and are these types of clothing rated in temperature?
 
Your criteria pretty much puts you at the top of the heap as far as price and features. You've got the highest fill you can normally get, and GTX will double the price.

Patagonia makes a hooded GTX down jacket. The Primo I think it is. Patagonia isn't the most hunting-friendly company if that matters.

I have down coats, but I don't hunt in them. I'm a synthetic fan in hunting roles; but I live in a wet place. Down is smoking hot and lighter. There's no debating that. But I stay plenty warm in synthetic coats and I don't freak out if it starts to rain or get wet. And they don't break the bank. And no, they're not rated like bags are.

Mountain Hardwear makes several down and synthetic jackets. OR makes a down/waterproof jacket, but it's "only" 650 fill. Like I say, you've pretty much maxed out the options on a down coat, so you'll have to pay for it.
 
It is intended for daily use and not for hunting. I don't plan on doing much other than walking in it. I saw some MH ones around $350 and they were 650-fill. Most likely plenty warm. I figured start out at the top and then work my way down to justify price vs. features. Gore-Tex might not even be necessary either.
 
Look at the arcteryx Atom series. LT or SV should be what you need. SV is for colder weather and can be had under 300.
 
Check out Go Lite's Bitterroot coat. It's 850 down fill and is waterproof. The price makes it very appealing as well at $199. Another option would be Wild things jacket. However, their offerings are Primaloft fill. Their Website is wildthingsgear.com
 
My golite down vest is extremely warm. I wouldn't hesitate to try the Bitterroot.
 
I would think most of the big mountaineering companies would have what you want.

Stuff can get expensive though. And none of it will last like the filson.

For an all around warm winter jacket I'd look at the arcteryx atom sv hoody. No goretex though, but the gossamer fabric is very water resistant.
