Roy G. Has written a very good article on this subject and his method works well. Hopefully he will see this and chime in.
 
I have had good results using white gas as a preservative / drying agent for velvet racks, just pour some in a coffee can or anything you can get a small paint brush into and dab it on the velvet until you have total saturation. Let it dry for a few minutes and repeat, three or four applications is usually enough. I usually hang the rack upside down in a somewhat cool environment once I'm done with the gas treatment and let them dry completely.
