Would a bullet built to “fracture,” but also having a shank that is built to continue and dive deep, not give the best of both worlds?

Kind of sort of. In a lead cored non bonded bullet- such as a Partition, yes it is a very good solution for rapid and excellent upset, and well as nearly always an exit.

In a lead free bullet it does not remotely come close to a fragmenting lead bullets. There just aren’t enough fragments from a copper bullet to create the volume in he wound channel.
 
Personally I'm not a fan of fragmenting bullets. I like a bullet that expands well, holds its weight, and just hammers through the animal.
