Taxidermy Question

Just got back from a year away from home my taxidermy was stored at my father in-laws. One whitetail shoulder mount seems to be slipping fairly bad. My question is can the mount be redone on the same form and scultping or will it need to be totally re-done, new form, Cape, sculpting...

My brother (taxidermist) says you will need a new cape and based on the mismatch of the capes some sculpting, but shouldn't be too difficult. He also said to expect to pay near full price, basically a whole new mount.
