Yep that actually looks pretty normal - the foam is pretty stiff in those straps, so without a good bit of weight they can look like that - with about 40 lbs, you should be able to feel the straps contacting across the top of your back when your shoulders are relaxed.
One thing you might try is to play with the angle each strap comes off of the frame. Mine rides way bigger if I angle the top of my straps away from my neck a bit. (instead of moving up down, you'd be flaring them, or rotating them about an axis perpendicular to the pack frame). I get better contact that way because of how my shoulder blades are shaped. It'll also get a bit better when that foam softens up some from use as well.
