Single set of browtines?

I realize this Rocky bull elk 4x5 is not a monster. But I was surprised it only had one set of browtines.

First i remember seeing a decent (for this area) public land bull with only 1 set of browtines.

Experiences or thoughts? Just seemed odd and thought it might make good discussion.

In the areas I'm familiar with its not uncommon to see only 1 brow on each side on smaller bulls.

I've killed two bulls with similar racks that only had one brow.

I found a matching set like that a few years back, later found out that it's pretty common in my area
