Rain kilt.

We used to use a similar product on the ski slopes when I was a alpine ski coach. It was pretty simple, just a cordura type belt with a rectangle of a water repellent fabric that was wider than your butt and came down to the back of your knees. It made the chairlift rides during wet, rainy training days much more pleasant. Plus it flapped behind you like a butt cape while going downhill. They were called Butt Wings. We got the idea from the US Ski Team while summer training @ Mt Hood so someone out there is keeping bottoms dry all over the country.
