To be clear, this would only allow texting and sharing of position between 2 phones connected to these devices? It doesn't allow you to relay a data connection from one location to another does it? (ie. I get cell service at the truck, but not down in a valley, so I set up the blue one at my truck and have the green one down in the valley with me ?)

Yes, you are correct. Through the goTenna app two phones without service can text and share waypoints without service.
