No Load Data Specific Powder/Bullet

If this thread exists, please point me in the right direction. I am fairly new to reloading but have done a decent amount. I have always looked at data for specific bullets and powders and bought those components. I have found that a lot of my cartridges use H4350. I have quite a bit of that on hand and am wanting to reload some Speer 70gr varmint TNT in 243 for coyotes. I cannot find data with these two together, however Nosler does have data for H4350 and their 70gr bullets.

My question is, is it okay to to start somewhere in the middle or bottom third of their listed charges and load some of these? I have always gone off of specific bullet/powder in the past and am just nervous about pressure issues. Thanks!
 
Speer #12 loading manual lists 44gr of h4350 as starting load and 48gr as a maximum compressed load. This is for the 70gr tnt-hp bullet in the .243 win.
