Nevada app question

So if you're a non-resident you have to mail your 1st app in to prove you've taken hunters ed? Does that sound right?
 
I sent them a copy of my hunter ed card along with a form that I printed off the department of wildlife site. I'm doing my application online. Mailing in the application would work just as well I'd think.

I called 1-800-576-1020 which is the number on the Hunt Nevada app page. I scanned my card and emailed it to an address they gave me. They sent me my NV hunter ID# a few hours later. It was very easy. I was able to apply online. I just did points only
