NE Nevada Archery Cow Elk

Heading up to units 77 and 81 for archery cow elk. Talked to biologist a couple times plus lots of escouting, however, extra intel is always appreciated. Seems like a lot of the summer distribution areas on OnX are lower elevation and then winter distribution is sometimes higher elevation. Not what I expected. Is that because water has dried up in the higher elevations? Any other pointers or locations?
