I agree, nanny. Billies will have more mass in their horns. Looks like a young goat though which makes it tougher to tell. As nannies get older and their horns grow longer they develop a noticeable change in the angle of their horn about 3/4 of the way up whereas billies maintain a more even curve to their horn.
