Honestly, this makes perfect sense. The governor has instituted a mandatory 14 day quarantine for anyone travelling in from out of state. It makes no sense for people to come here, sit for 14 days, then go hunting. If they didn't cut NR's from hunting there would be a LOT of folks breaking that 14 day quarantine.
It sucks and I hope it doesn't go any further than this, but this specific step I think is pretty logical from FWP.
