MT Deer B Tags

I have a question about the deer B tags, the otc ones come for sale on the 6th and what I found this morning makes it look like distric 7 has over 8000 mule doe tags. The chart I was looking at showed it as distric 007-03. So does that mean only in zone 3 of distric 7 or would those tags be good in all of 7?
