Sorry. Your right on the numbers. I've spent the last 2.5 hours documenting an employee issue. I'm fried.

The vest alone is 400 square inches. The visible above the waist is the key here. If you wear a pack over the vest. You no longer have the visible part covered. Will a warden give you a ticket if you wear a vest with a pack over it on your back? I doubt it. But do wear the hat to be safe. Or throw a cheap vest on the back of your pack.
