No- Hoyts are known for having strong limbs. When you tighten the limb bolts down they typically are higher than the listed poundage. My 80# Hoyt’s draw weight is 84# and I didn’t twist any cables or anything. Also Hoyt has a lifetime warranty on their bows

Should note that Hoyt warranty is only for the original owner. Most bow companies are like that, but I found that out the hard way when the limbs on my pro defiant were splintering.
 
Yes- but if the original owner hasn’t registered the bow (good question to ask the OP) then the new buyer can. If I had the extra cash I’d be all over this one. When I just order my RX9U I wanted those limbs but they quit making them
