Kifaru Bag Dimensions

When kifaru gives the height dimension of one of its bag is this with the bag stuffed and cinched closed or is this with the bag empty? Thanks in advance.

Curious too if it's to the top of the collar extended all the way up or not.

Coiffeur got back to me. Bag height is measured when fully open not cinched up.
