Here's my question?
You have two choices when you put in for a draw. How many have ever gotten their 2nd choice over their first choice??
I have used the 2nd choice for "unlimited" controlled archery hunts (pronghorn). I put what I really want as my first choice, but if that fails i'll still get a tag.

It could be worse. If they did a preference point system for example. I say don't mess with it. All methods have a down side. I would rather have the same odds on my one choice as the next guy every year rather than keep trying to build points. I don't think your method would work or be any better because all the rest of the "low number " guys would still be ahead of you as more people would put in for more choices. My $.02I'm one who does not like the way Idaho does their draw with the two choices. Lets say you get a low computer generated number ie: 27. Lets say with your first choice you put in for a hunt with only 10 tags and all of them are filled before they get to 27. They should look at both choices as you might have another high demand hunt that you would likely draw with your second choice and that low number. They way they do it now is they will just pass you by.
