Has anyone else noticed slow velocity from Hornady 6.5 cm ammo?

I decided to rig up a 6.5 cm for the ammo availability in my area. I took it out today and shot a bunch of different ammo and brands.

Hornady was the biggest inflated velocity.
143 eldx was only 2590 with the 24.4” barrel.

140 eldm was 2640.

I had plans to cut the barrel to 20” but re considering that now after seeing those poor velocity’s.

I was getting 2490 out of factory 140 ELDM ammo yesterday. Given that it’s a new (<100 rnds), 18”, Tikka (I.e., slow) barrel, that seems about right to me. Box says 2710.
 
I had my SL cut to 21" just in front of flutes and get 2550ish with hornady factory eldm

I don't know what mine was as i brought it that way but its super handy. have taken red deer out to 320y with it.
 
Yesterday I was getting 2470 average from 140 eld-m 2480 140 agulia fmj from 16” tikka t3x both factory with a garmin crono
 
My tikka factory 24” barrel average of 10 rounds on labradar was 2660 using hornady american gunner 140grn hpbt. That was last I actually measured, since then Ive simply trued my app. Barrel only had 50 rounds or so on it then, so I dont think its slowed down.
 
Brand new factory tikka barrel cut to 19 with a thunderbeast ultra 7 and factory 143 eldx. First 3 shots out of it got 2583
 
My 24” savage 110 apex Hunter shoots factory 147 eld-m a touch over 2700, above box velocity (2695)
