You can remove material from the top of the shell holder to reduce the shoulder to case head length, but it comes with consequences. The case Web will be worked excessively and moving the shoulder can introduce the dreaded doughnut in some brass.

this is why you should measure.

if for instance a case that has been fired 3 times in a chamber [ it may take there to fill out the case] measures 1.500 base to shoulder. now if a standard shell holder will not give you any bump when you size, it is not touching the die shoulder. this means the brass is stretching to fill the chamber when fired. if you want .002 of bump and grind off .002 and push that case into the die and still don't get any bump the case will still grow when fired. if it is still growing the brass is moving. so you grind off another .002 for .004 total and now a sized case can be felt with the bolt. you are probably at zero headspace and brass wont move and will last. but if you want .002 of bump you will need to remove another .002 for .006 total to give some clearance when the bolt is closed. brass will still last as this is how that video and most people set up hunting rifles for use.

just as an fyi nearly all target rifles are set up so there is bolt feel on a closed case every time and to achieve this brass is checked often, as in every time you reload. I check 3 times a day at a match. and the die has to be adjusted each time to keep the bolt feel barely touching the case because the brass changes and hardens with each shot.

the only other option is a custom die [ I have Stevens, harrels, whidden and carstensen dies for many reasons] and most hunting rifles will not gain with a custom die.

I only use Norma brass in my 7mm Rem Mag and I have 7+ firings and I run all of them through Forster bushing bump dies and have never had an issue in the least. They have all chambered the same. I really enjoy the process and It's so incredibly easy, problem free and consistent for me.
