Dumb question from a dummy on Bear hunting the fall

I would really like to do a rifle bear hunt. But want to do it in the fall cause I cant stand the ticks that I can foresee getting in the spring.
I know there are ways to control the ticks with Permethrin etc. but still the thought of being swarmed by them on a spring hunt like some have talked about I just don't think I can handle.

So, that has me looking at hunts in the fall.
The question I had about fall hunting is in doing some reading a lot of states have a hot line you have to call each day to check on Sows killed with a quota. Once that quota is met the unit is closed to hunting.
So for you all that have done this. If the unit gets shut down do you move units? Say one unit over etc to keep in the hunt?
Whats some of your thoughts on this.
 
In CA they close the entire state once the quota has been met, although we have not met the quota since they banned hound hunting. The unit quota would make a lot more sense, which is probably why my state avoids it! I personally would just hunt earlier in the season if your unit has historically met its quota. I have only hunted bears twice, so I am far from an expert. Good Luck!

I am planning a trip next year to NW CA, I had a friend just get back from scouting for archery deer season and said the area was infested with bears. They saw more bears than deer.
