Dots on image (new to me used spotting scope)

Just got a (new to me) used Leica APO 82 and the image has lots of little dots on it. When looking at a white background (or sky), they appear as small black dots and. When my eye is off-center and I see the blackout around the exit pupil, they appear as tiny bright spots. Feels like dust somewhere. Objective and EP (and glass between EP and Body) all have small pieces of dust on them...but it doesn't seem to line up. Wondering if it might be dust (or something else?) on internal glass somewhere.

Debating if I should clean the objective and EP (risk that I can't send it back if I cause swirls or something) or if I should just send it back.

Thoughts on what / where the dots might be?
Images shows bright dots against blackout around exit pupil - can't get good images of the black dots against sky background...

Thanks all - I requested a refund. Scope is awesome...but the dots (likely internal dust) makes it unusable. Will probably be on the hunt for a replacement once the refund goes through.
