Different sized bears

I'm getting different bears at a waterhole I hunt. All the way from bare minimum to pretty big. The small one was alone, so legal?
Also a miscellaneous lion.

Do you think bear #1 is an adult bear? California defines a cub as a bear less one year old and weighing less than 50 lbs. it’s very small and young imo and not even a consideration.

While the smallest one is alone on the photo, it does not mean that mom was off camera and did not hit the water.

I fortunately decided to pass a small bear this year, very cool multi colored coat, had it at 10 yards(bowhunting) it came through the oak brush so I couldn't judge it until last second, she finally realized I was there and just kinda walked off, a couple minutes later he cub spooked from way up the hill, no clue she had a cub!

He's over 50 but not by much and he's probably 1.5 yo
