CO GMU 76 access in late rifle seasons

I’m trying to decide where to burn my dad’s points for CO elk in the next couple years. I’m looking at one of the later rifle seasons in unit 76 and was wondering if anybody has experience with this area in 2nd/3rd rifle season. What I’m really after is how is the access? It seems like a pretty high elevation unit in general, so I anticipate there is typically quite a bit of snow during these hunts? Is it safe to assume that at least hwy 149 will be open? What about other roads?
I’d love to take my dad to unit 49 1st rifle but it seems we won’t catch that one since we’re always 1 point short.
