I’m replacing the barrel on a Bergara b-14 wilderness and was wondering if a surgeon action wrench would be enough to remove it the first time. Has anyone replaced one?

What do you mean by "will it be enough to remove it" ?
The Bergara is a 700 clone right? If so then any 700 style wrench will work.
Do you already have a barrel vise?

I use a wrap around wrench for pulling down factory actions. Sometimes (often)they use some hokus pokus on the threads that is a bitch to get moving. The wrap wrench will NEVER twist an action or beat the rail up.

If you do it with any internal wrench, start paying attention once you get over 100-125 lb/ft. If it isn't going, you will need some heat. It takes 400* to break down the best thread lockers.

Meaning an internal style wrench be able to break it free with out causing any damage inside

it was many years ago but i will never forget the first factory barrel i watched my gunsmith remove.

after trying a little gentle pressure with a cheater pipe he picked up a 3 pound hammer and took a full swing to loosen the action.

What Ray described is not abnormal. Here's a 700 right after I tore it down sitting next to one just like it after a trip through the lathe. Both were brand new unfired rifles.IMAG0384_zpsbae596e2.jpg

I never use internal action wrenches even on tikkas.
Get a clamp style wrench that'll fit your action.
I haven't had an issue taking off a factory barrel, even the ones people claim to have trouble with.
The trick is to use a good vise, and wrap a piece of paper around the barrel where it contacts the bushing thats sprinkled with rosin

I got a clamp style and with hardly any pressure it came loose
