California, Oregon both have OTC archery tags available.

You could look at a B-Zone tag in California. Up in the trinity mountains. They are considered 100% blacktails there and there's plenty of room to hike in and find some open areas you could glass.

In Ca you can buy an AO (Archery only) tag that you can use to hunt any non premium zone in the state that it still actively open. And I’m almost positive AO never sells out.

There’s some good wilderness areas and a lot of National Forests that a guy could wonder off into.
1 word of advice Ca doesn’t care if you have a Ccw permit, sidearms are no go during archery.
