So with Turo, I messaged the owner of vehicle to ensure she'd be ok with m e taking vehicle up the haul road, she said check "Turo policy" and on there it said no unmaintained roads so I cancelled with her.

I saw maintainers all over the haul road, therefore Id say it is maintained.
