Can someone give me a COAL with the base of the shank seated at the neck/shoulder junction?

Berger 195 EOL overall length: 1.648", Boat Tail length: 0.250". 1.648-0.250= 1.398"

Base to Neck/Shoulder junction (1.724") + bearing surface and nose (1.398") = 3.122"

Not perfect but that should get you in the wheel house.
